DA Hike After Dussehra? What Central Government Employees Are Waiting For

Central government employees awaiting the July 2026 dearness allowance (DA) revision may have to wait a little longer — but employee representatives are hopeful that an announcement will come after Dussehra, with attention now turning to the Cabinet meeting scheduled for Wednesday, October 21.

The government has not confirmed an announcement date or the size of the hike. Expectations had centred on the October 14 Cabinet meeting, but it ended without a DA announcement. Instead, the government approved a productivity-linked bonus for Railway employees, leaving those awaiting the allowance revision looking to the next meeting.

C. Srikumar, secretary of the All India Defence Employees' Federation (AIDEF), expects the DA hike to be announced at Wednesday's Cabinet meeting. The government itself has not confirmed when the revision will be announced.

The current DA rate for central government employees is 60 per cent of basic pay. The Cabinet last increased it by two percentage points in April 2026, taking it from 58 per cent to 60 per cent. Dearness relief for pensioners was raised by the same amount.

For the July revision, DA could rise by three percentage points, taking the rate from 60 per cent to 63 per cent. The final rate will be known only after the government announces its decision. Retail inflation data for the period from July 2025 to June 2026 suggests the increase could be in that range, with some estimates placing the DA at approximately 63 per cent as of June's retail inflation data. However, nothing will be confirmed until the Cabinet takes a decision.

DA is revised twice a year using the 12-month average of the All-India Consumer Price Index for Industrial Workers. For the July 2026 revision, the relevant period is July 2025 to June 2026. The allowance is meant to cushion employees and pensioners against the erosion of purchasing power caused by inflation, and the revision is applied retrospectively from January 1 and July 1 each year.

There is no requirement for the government to announce a DA revision on a Wednesday. While regular Cabinet meetings are generally held on Wednesdays, announcements have also come on other days. The previous DA increase, for instance, was announced on Saturday, April 18, 2026. The day of the week alone is therefore no indication of when a decision will come.

Employee bodies have urged the government to announce the pending revision, citing rising household expenses. In a letter dated October 10, 2026, the AIDEF wrote that the cost of living is increasing every day due to escalating prices of essential commodities, putting government employees and pensioners under severe financial strain. The federation requested the government to announce the DA hike as soon as possible.

To understand the stakes, it helps to look at the last cycle. The government announced the July 2025 DA and DR revision on October 1, 2025. The Union Cabinet approved a three-percentage-point increase, raising the applicable rate from 55 per cent to 58 per cent.

The change became effective retrospectively from July 1, 2025. According to the official announcement, approximately 49.19 lakh central government employees and 68.72 lakh pensioners were expected to benefit, and the annual financial implication was estimated at Rs 10,083.96 crore. A similar scale of revision this time would carry a comparable budgetary cost, though the final numbers depend on the exact rate the Cabinet approves.

Alongside the DA for central government employees, there has been a separate, already-confirmed development for workers in the unorganised and minimum-wage segments. The Ministry of Labour and Employment has increased the Variable Dearness Allowance (VDA) effective October 1, 2026, boosting daily minimum wage rates across key sectors under the central sphere.

The VDA revision is carried out twice a year by the Labour Bureau based on the six-month average movement of the Consumer Price Index for Industrial Workers. For this period, the index climbed 6.62 points, from 424.80 to 431.42 as of June 30, 2026, triggering the updated rates.

Issued on September 30 under Section 69(2) of the Code on Wages, 2019, the order applies to central-sphere employment sectors including agriculture, construction and maintenance, loading and unloading, sweeping and cleaning, watch and ward services, and specified mining activities.

Under the revised rates, an unskilled agricultural worker in Area A, for instance, will have a minimum wage of Rs 537 per day — comprising a basic wage of Rs 333 and a VDA component of Rs 204. A highly skilled agricultural worker in Area A will receive Rs 705 per day, comprising Rs 438 as the basic wage and Rs 267 as VDA. The VDA has been rounded off to the next higher rupee as per the decision of the Minimum Wages Advisory Board.

Coming back to central government employees: the October 14 Cabinet meeting's decision to approve a productivity-linked bonus for Railway employees has added to the sense of expectation. Railway employees are set to receive an annual bonus of Rs 17,591, while other central government employees received Rs 6,908 — a disparity that employee unions have flagged. With the festive season in full swing, unions argue that the DA announcement should not be delayed further.

There are precedents on both sides of the timing question. The July 2025 revision was announced on October 1, 2025 — roughly three months after it became effective. The January 2026 revision was announced on April 18, 2026 — also roughly three months later. If the pattern holds, the July 2026 revision could be announced in late October or November, though the government has on occasion moved faster.

What is certain is that any revised rate, along with arrears from July 1, 2026, must be confirmed through an official government notification — typically a memorandum from the Department of Expenditure following the Cabinet's approval. Until that notification is issued, the DA rate stays at 60 per cent, and all speculation about 63 per cent or any other figure remains just that: speculation.

For the lakhs of employees and pensioners watching, Wednesday's Cabinet meeting will be the next date to circle. Whether the announcement comes then or later, the direction of travel — upward, in line with inflation — is the one thing few are doubting.
